In a recent decision, the
Responding last year to the
overwhelming will of the American public, Congress finally authorized the Federal Communications
Commission (FCC) to impose meaningful,
punitive fines. The Court of
Appeal invalidated the FCC's
authority to keep the broadcast airwaves free of indecent and profane
content. Its ruling clears
the way for television networks to use the "F-word" and "S-word" in front of
children at any time of the day.
Senator Sam Brownback (R-Kansas) wants
to protect families and children and ensure that the court doesn't subvert the
law. On July 12, he is offering two
amendments to the Financial Services Appropriations bill that clarify the
indecency law passed last year and provide the FCC with the tools it needs to
limit the exposure of children to violent and sexual content in broadcast
programming. The first amendment
would limit "excessively violent" images from being broadcast between
