Dear Friends,

This week the Foreign Operations spending bill will be on the House floor. Liberals in Congress want to strip two items from this year's bill: 1) the Mexico City Policy, a critical pro-life rider that President Reagan implemented, and 2) abstinence funding. We need your action now to ensure that these important provisions in the Foreign Operations spending bill aren't decimated!

Mexico City Policy

Representative Nita Lowey (D-New York) inserted language into the Foreign Operations spending bill that would gut the Mexico City Policy. The Mexico City Policy is both a critical and long-standing pro-life provision. It allows the President to deny family planning funds to organizations that perform or promote abortions. This provision is intended to draw a bright line between the United States government's family planning policy and abortion.

Representatives Bart Stupak (D-Michigan) and Christopher Smith (R-New Jersey) will sponsor an amendment to restore the Mexico City Policy. Call your Representatives today (202-225-3121) and tell them to support Rep. Stupak's and Rep. Smith's amendment!

Abstinence Funding

President Bush's Emergency Plan for Aids Relief (PEPFAR) is a 5-year, $15 billion plan to address the AIDS pandemic. Last week the liberals in the committee gutted language in the foreign operations spending bill that would waive the requirement that 33% of PEPFAR spending be used for abstinence-until-marriage programs. This spending requirement was carefully negotiated between Republicans and Democrats and was a key component of the agreement as an effective and balanced approach in AIDS/HIV prevention.

Representative Joseph Pitts (R- Pennsylvania) will propose an amendment to strike the language of the bill that would waive this important spending requirement. Call your Representatives today (202-225-3121) and urge them to support the Pitts Amendment!

Action Items:

  1. Call your Representatives today at 202-225-3121 and tell them to support Reps. Stupak's and Smith's amendment to restore the Mexico City Policy.
  2. Call your Representatives today at 202-225-3121 and tell them to support Rep. Pitt's amendment to strike the language in PEPFAR that waives the 33% spending requirement for the evidence-based abstinence program.
