The Senate has 24 hours left before the 109th Congress is essentially over. YOU have 24 hours left to ensure your Senators do not leave Washington without sending one of the single most important bills to the president for his signature. With only a day-and-a-half remaining in the second session of the 109th Congress, Senate Majority Leader Bill Frist (R-Tennessee) has made one final valiant push to pass the most important pro-life bill in Congress this year - the Child Custody Protection Act (S. 403). He now needs the help of CWA supporters everywhere to make sure this legislation makes it to the president's desk before the session ends tomorrow! Senator Frist filed a "cloture petition" last evening on S. 403, the Child Interstate Abortion Notification Act (also known as the Child Custody Protection Act). The bill would require an abortionist in any state to notify a parent of the minor before performing an abortion on the minor in another state. It also prohibits the transporting of a minor across state lines to obtain an abortion if this abridges the parents' right to be notified under the home-state law. Both the House and the Senate passed their own versions of this legislation earlier in the year. The House passed the Child Interstate Abortion Notification Act (H.R. 748) and the Senate passed the Child Custody Protection Act (S. 403). The bills were then supposed to move into a House-Senate conference committee where they could be reconciled and sent to the president for signing. For months, however, the Senate Democratic leadership blocked the bill from moving to conference, hoping it would die as the Congressional session came to an end. In an effort to circumvent the Democratic leadership's tactic to kill the bill by blocking the conference committee, this week the House of Representatives again passed the Child Interstate Abortion Notification Act (now known as S. 403) and sent the bill to the Senate. Senator Frist's cloture motion means that the bill needs 60 votes to pass the Senate. When the Senate initially approved the bill earlier this year, S. 403 had 65 votes in favor - including 14 Democrats. We must keep these votes! Democrats will be pressured to change their vote this time around so that the bill will not gain the necessary 60 votes for cloture. If the bill receives fewer than 60 votes, this crucial piece of legislation that has been years in the making will be dead for this year. Below is a list of the 14 Senate Democrats who voted in favor of S. 403 earlier this year. If these are your senators, please contact their offices BY PHONE immediately and ask them to vote in FAVOR of cloture on the parental notification bill, S. 403.
